It's me. Hi

{Time Set: In a lull in military activity some time in the VERY near future - basically just a time without a major conflict going on}


It had taken many hours of debate within the halls of Freedom House - the centre of government for The Republic of the Cloud Peoples. Over these many hours, the Prime Minister (Edward Hertz) had been persuaded to change his long held ideals on the nation's military and stance of the worldwide state of affairs.
In one final push of debating, the PM and his close colleagues - the Minister of Defence, the Minister of Economics, and a few others had been beaten (metaphorically) into submission. It had not made Hertz's day.
"Mr. Gràhem". He sighed, "it looks like you'll have to make the preparations. I guess it may be for the best, but whether we like it or not, that's democracy. Get to it immediately please".
"Yes sir" was the Minister of Defence's reply.

(OOC: Meanwhile the rest of the government and the citizens breathed a sigh of relief. Would the PM finally think about the people for once??:P)

He returned to his office and began to write:

Dear esteemed leaders in the Universal Allegiance,
After some serious debate, it has been agreed within the Republic's Government, that we are to go ahead and organise a summit to all the nations within the region.
We, as a large country, in terms of size, population, economy, and military, have realised the dangers and damages that are been caused by recent and current conflicts amongst our neighbours.
According to recent studies, the content of pollutants in the atmosphere have seen an increase over the past few months which appear to correspond with military movements worldwide. We have also seen larger influxes in immigrants, shockingly, many with injuries. Levels of debris found washed up of The Cloud Peoples' shores have also increased, and it can only be assumed that this is happening in other places too.
This is why, as the Minister of Defence for one of largest nations in the region, I am inviting you on behalf of the government and people of The Cloud Peoples to visit us for a summit on all weapons and weapons fire, including but not limited to Weapons of Mass Destruction.
Without visiting or taking part, you will miss out on the opportunity to voice your opinion on the matter, and without you, we cannot hope to see change.
More details are to come, following your replies to our invite.

What I mean is, with some nations, like your own or more recently Wakriinja, diplomatic overtures for the purpose of improving human rights would not work, though I do admit that we hardly tried with Yusukistan. Sorry about the whole mass-killing thing. And the whole occupation, really. I've tried to get it removed, I promise."

I agree, sometimes you need to use fear to get things done. But tell me why do you need WMD for a war to help the civilians? Surely you can't select who to target with an enormous blast radius or with a fast spreading disease.

Also, if your nations don't have a war because of possible mutual annihilation, why would you have a war without WMDs? It would lead to same end, very slowly, but surely both nations wouldn't be in good shape in the end.

And, again, if you want to use WMD in space then do so! Why can't we limit this law to our star-system and you fight in the middle of nowhere? I don't mind you exploding yourselves up far away.''

"Mr. Flamel, the WMD issue is not related to war for the purpose of improving human rights. Cewania just led us off track. And, believe it or not - nuclear weapons can be targeted like bunker buster bombs. And don't bring it back to the issue of slow war - we all know that not all nations have equal military power, and some nations have allies. A weapon of mass destruction is a deterrent because a nation that has WMDs, when invaded, is extremely unlikely to sit by and not retaliate. Mind you, I'm basically only talking about nuclear weapons now. Further, if a nation with nuclear weapons is attacked with nuclear weapons, then they will be able to retaliate in kind and nobody wants that. Further, if a nation is allied to a nation with nuclear weapons, it inspires caution," dryly and boredly states Hanke. "And, finally, if not all nations were to follow a ban on nuclear weapons, then surely would not our morally superior arses be roasted in thermonuclear fire? Outright banning and all-at-once disarming does not sound appealing."
"And so, I present this: a slow but steady disarming of all nuclear weapons, compounded with immediate disarming of chemical and biological weapons. The slow disarming prevents those nations with nuclear weapons from the fear of being suddenly attacked left and right, while overall still bringing the risk to the world down. A maximum cap of ten nuclear weapons of class two at most should suffice. For those of you unaware, class two nuclear weapons utilize multiple fission charges to compress and heat DT fuel to such a degree that it undergoes nuclear fusion, thus dramatically increasing the explosive yield."

If two advanced armies fire nuclear weapons at each other they will counterfire the carrying ICBM devices. The nuclear warheads will be intercepted halfway in their path detonating between the two armies. This will endanger countries in between the two armies. Not the two armies or countries that are actually at war.
Anyway I agree with your proposal but i would like to add one condition. And that is to use only 4th generation nuclear weapons to minimize radioactive fallout.

Tanjansa nods thoughtfully at the Scourgii's plan,"I like your plan, it's quite effective to reduce the genocidal destruction these weapons can bring. Though, with the Sarstentarn system that is in place, we may have difficulty scrapping the more powerful nuclear weapons in our silos."

Are you serious ? You don't want to minimize the risk of radioactive fallout because it would throw a darker light onto tritium usage ?

Ignore science and history by yelling in a vaguely socialist manner, if science and history contradict you? Look, if you don't believe the lack of nuclear weapons makes people more likely to go to war, look at the number of wars between states, where both states have nuclear weapons. Zero, on this planet at least! Further, look at the number of wars between states ever since nuclear weapons were developed. It dropped significantly and has NEVER went to the previous levels," explains Lord Wiegand.
