As an attempt to make international relations stronger, the Minister of the Armed forces of Euthrasia, Lennings Putin, has called for a meeting to discuss the foundation of a military coalition. The purpose of this alliance is to solidify military power in case a nation in the coalition is attacked. The alliance will be called ISAF, or the Independent State Allied Forces (yes I got that from Ace Combat 4). The meeting will be held in the House of Principals in Hindigrad. Putin requests anyone who is willing to cooperate with international military forces to come to the meeting. (pidgin is sent to Yusukistan individually.)

The butler brings Empress Nïkhovhen's soda, and Putin begins his proposal. "We are gathered here today to improve international relationships between all of our great nations. I would like to present the draft of the ISAF Constitution, so you may get a general idea of what we have in mind," says Putin while reaching into a locked suitcase. Preamble- We, the people of the ISAF Coalition, in order to establish a more peaceful world, to create a safer planet for our posterity to live upon, and to deny the enemy a victory quickly and decisively do ordain and establish this military constitution. Article I: Regarding Attacks 1.1- Any and all nations in the ISAF Coalition must respond with military force if a nation in the coalition is attacked. This is including but not limited to officer nations and minor nations in the coalition. 1.2- Any nation that does not participate in military action will be formally warned to do so. If the nation continues to deny authority, they will be ejected from ISAF. 1.3- In retaliation, use of WMD's such as nuclear bombs will be punished unless absolutely necessary and voted upon by the entirety of ISAF members. 2/3 majority votes rules. Article II: Regarding Ejection from ISAF 1.1- If a nation defies the ISAF constitution once, they will be issued a formal warning. After the second offense, they will be ejected from the coalition and considered fair ground for invasion by ISAF members. This is including but not limited to defying ISAF Law, antagonizing fellow members unnecessarily, etc. 1.2- Any member that attacks a fellow ISAF member will be immediately ejected and be declared war upon by the coalition. Unless the nation surrenders, ISAF will continue the attack until the enemy capital city has fallen. 1.3- Any nation can leave ISAF voluntarily at any time. All you have to do is notify The Grand Republic of Euthrasia (this will be replaced by the given WA Delegate currently in office). Article III: Regarding Peacekeeping Efforts 1.1- Any nation that believes another nation is in turmoil can submit a proposal of peacekeeping to the ISAF Officers Committee. If 3/4 votes are ruled in favor of the peacekeeping attempt, military forces from randomly selected members will be sent to help stabilize the nation. Article IV: Regarding Legislation 1.1- Legislation for passing ISAF Acts that apply to all nations in the coalition will be regulated by ISAF Officers appointed by the WA Delegate/Grand Chancellor of the Universal Allegiance. Acts must be relevant to ISAF's purpose, to unite the nations of the Universal Allegiance by offering mutual military aid to all members. Any acts not relevant to ISAF's purpose will be immediately vetoed. |

I am personally in favor of this since Andia[1] is reluctant to provide military help, even though they are in a union with us.[2] I am against Article II Clause 1.2, specifically when it mentions that ISAF will be relentless in eliminating the enemy. I think this should not be implemented because it is quite anti-pacifist." Then, Hamtrough clears his throat and speaks. "I personally disagree on one nation ruling the coalition- because what if that nation betrays the coalition? This coalition, if we are to join, should be a collaborative democracy with no single leader." [1] In 1669, Andia was forced into a union with Remalia after the War of Umanquos. Andia still is culturally divided from Remalia, and it has its own legislature, the Tribal Council, and a Grand Cheif. Remalia is a more democratic state. Putin directs his attention to Braum. "An officer nation includes the founder, Euthrasia, and any other nation that we decide is worthy and has shown their merit. Both Velkand and Remalandia are officer nations, as you both joined the coalition first. Officers will also be able to add new officers. We will elaborate on this more in the final Constitution." [and yes, government is indeed OOC. However new legislation must be followed in RP.] |
